Code of conduct
National Security Agency [NSA] has implemented a policy all personnel in NSA to adhere to within the HQ at all times. This also applies to Special Visitors / VIP / Associated Allies in the while visiting the HQ. The Code of Conduct is in place to upkeep the highest standard of every personnel in NSA.
Section 1.1 - Rules
Headquarter Procedures are polices implemented as a guideline in setting the highest standard within the HQ. These polices are to adhere by personnel of [NSA] including special visitors / VIP / association allies. The following are not acceptable at NSA:
1. Respect should be given to everyone regardless of status.
2. Double jobbing and self promotion are forbidden
3. Do not ask for pay, promotion or admin rights. In doing so, will result in a penalty/punishment.
4. Always follow the Habbo Way in and out of base. Thus, bullying (Racism, Inappropriate references and etc.) will not be condoned.
5. Idling in stations will get you a warning. Repeated offenses will result in disciplinary actions.
6. Poaching, raiding or trolling outside of NSA will not be tolerated.
7. Dancing and effects are prohibited.
8. NSA has an diverse policy and thus any language can be spoken in NSA with no vulgarities.
9. Only Members of NSA and SVs are allowed in base. Unless pardoned by Foundation.
10. No Abusing of power in any cases.
11. Only Trial Elective+ and SVs are allow to use color chat and ONLY RED chat are to use for announcements.
Section 1.2 - Dress code & B.U.M
Members below High Rank must wear uniform.
Motto must always be according to rank and division.
Only official NSA badges are to be worn In base. (Special Units & Division Badges)
Ranks must be able to be seen unless unable to fit in, you are allowed to shorten it.
Members must not have other Agency badges.
Obscene or Vulgar outfits shall not be tolerated.
Higher rank+ may wear according to their preferences.
All ranks from Standard ranks to 1iC are required to wear motto.
Promo tag must be clearly shown after the rank (For non-electives)
Section 1.3 - Commands
Commands are used to help regulate and show order in the Headquarters.
All staff members shall obey these following commands :
ATT (At Attention): Stand in front of them and say "Yes sir/Ma'am" depending on the gender and wave using o/
AE (At Ease): Continue on with what you were doing.
FTF (Fill The Front): Manage NSA's front desk and recruit visitors to work for NSA.
FTS (Fill The Security): Manage NSA's security station and ensure workers come in base with B.M [Badge & Mot
FTB (Fill The Back): If you need to AFK or do something you may choose to sit and afk there.
FTTD (Fill The Transfer Desk): Sit in the Transfer Desk area and manage transfers of people that wish to join us.
FTHD (Fill The Help Desk): Sit in the Help Desk area and assist employees, should they have any inquires.
BTB (Back To Base): Report back to NSA's main Headquarters.
CTH (Clear The Hall): Clear the area behind FTF Desks by sitting down on a chair that is near you.
Section 1.4 – Leave Of Absence (LOA)
NSA understands that ‘Real Life’ comes first and there are times you are unable complete your duties in and around the HQ. We have implemented a system where you can take some time off of Habbo and the duties that go along with your positions. To apply for a Leave of Absence you must apply through the portal and add “LOA” to your motto.
You may ask anyone ranked 1iC+ to extend your Leave of Absence, if you require so.
If you are going to be offline for more than 7 days, you must apply for a Leave of Absence and give us 48 hours’ notice when applying. If you do not have access to the Portal, you may ask someone to post in your behalf.
If you go offline for more than 7 days without prior notice / valid reasons, you are likely to be discharged and may return at a 2 division demotion.
Appendix 1.5 Special Privileges
As you rank up and become a trustworthy member of the leadership team, you may be given several special privileges to aid us in moderating the HQ or other affiliated platforms. If you are given one of these privileges, always be professional and keep the highest standard around HQ. Additionally, you must follow a few rules regarding your privilege. Failure to follow the rules will result in the removal of special privileges and further disciplinary action will be in place.
1. Member with Room Rights
When giving warnings to trolls in the lobby follow this quick guide: Verbal Warning > 2 Minute Mute > 5 Minute Mute > Kick > 1 Hour Ban > Permanent Ban.
Never add furniture to any rooms without prior permission. v Never move or remove any furniture.
2. Badge Admin
Only accept badges of those who are authorized to have them.
Never remove people from the badges, who don’t need removing. v Do not deface any of the badges or any related rooms.
3.Discord Admin
Only mute people after numerous warnings.
Do not change any features without prior permission. v Only add people who are authorised to have access.
4.Website Admin
Do not change/add anything without prior permission.
Always make announcement about the changes you have made in the website
5. Portal Admin
Do not change/add anything without prior permission.
Only add people who are authorized to have access.
Do not tamper with any of the settings.
Section 1.6- Promotions Timing
Promotions timing are stated in the rank list but in order to meet the timing of promotion, one need to require 30 minutes of online time(OT) if they are in Standards division. Otherwise, a 60 minute OT is required to be promoted if they are in Security division or above.
Section 2 – Disciplinary Policy
Disciplinary actions are based on the Disciplinary Policy in place. Every action such as demotions, discharges, or strikes are based on procedures that need to be adhere to. This is to maintain order within the agency and prevent any problems which will affect the agency standards.
Section 2.1 – Disciplinary Procedures
There are consequences if you fail to abide by the rules stated in Section 1.1, you may face one of the following consequences. Any disciplinary action can only be taken from a higher rank that is eligible to promote you.
1. Verbal Warning
- Only give when members break a minor rule
- HR+ can give verbal warnings
Verbal Warnings are used to alert individuals that they are violating the code of conduct. To issue a verbal warning, you must just tell the individual in question what they are doing wrong and how they should behave in the future. Do note you must be High Rank+ to issue a Verbal Warning.
2. Written Warnings (Strikes)
- These will be given by a higher rank.
- breaking of rules will result you in a strike
- After receiving 3 Strikes, Foundation will be give out a punishment according to the intensity of rule breaking.
- The Punishment includes Demotion or in severe cases, Fire and a cool down period of 3 weeks.
Strikes are issued when an individual continues to violate the code of conduct after warnings. To issue a strike, you must bring the individual to attention, then let the individual know what they’ve continued to do wrong and how they should behave. Then tell them to add “x1” to their motto. You must take screenshots of the incident, then post it all on the portal. Do note you must be 5iC+ to issue a strike.
3. Serious offenses will result you in a National Punishment and/or Ban on Sight.
A discharge is issued when there is no significant hope that the individual may mend his/her ways. Every avenue has been exhausted, it’s now impossible for the individual to continue to work within this agency. To issue a discharge, you must bring the individual to attention then let them know why they can no longer work within this agency. You must then instruct them to remove their motto, do tell them your decision may be appealed with the Internal Affairs Unit. You must take screenshots of the incident, then post it all on the portal. Remember to get a Badge Admin to remove said badges. Do note you must be 1iC+ to discharge someone.
Demotions are a privilege only to be used when:
- NSA Employee is not abiding by the rules and a form of punishment is needed for them to stop.
- Demotion must be logged on portal & give a valid reason. (For Non-Elective Member)
- For elective member, they will be warned if they are inactive for 1 week+ without LOA
- If the elective member has not be active for 2 weeks, Foundation team will take immediate action which will affect the their current rank.
Section 2.2 - Trolls
If you suspect someone to be a Troll, you can skip four procedures and straight to discharge but you will need permission from 3iC+ with evidence.
Section 2.3 - National Punishment (NP)
National Punishment is awarded to a person who consistently violates the code of conduct and has been fired from National Security Agency at least twice. Personnel who are on NP will be displayed on the website / portal and will be subject to BoS - Ban on sight. Personnel will also be barred from joining allied organizations.
Section 3 - Alliances
Alliances are formed between two parties who want to help each other to strive further. Alliances are used to boost numbers, morale, or even to popularity between the two parties.
Section 3.1 - Alliance Requirements
Agencies who want to form an alliance with National Security Agency are expected to be able to meet several criteria to be even considered for an alliance.
Agencies must have at least 150 individuals on their main identification badge.
Agencies are also expected to have at least 10 individuals on their security identification badge v Agencies must have an accessible headquarters to the public.
Agencies must have an active Foundation team.
Section 3.2 - Alliance Agreements
Agencies who meet the criteria and accepted as allies must be able to keep to the stated agreements. If an agency reneges on the agreement, the agreement will be rendered null and void and the agency will not be considered for another agreement for at least three (1) calendar month. Below are the terms in which both parties will be expected to abide by.
Both agencies are expected to give each party’s 5iC+ personnel / External Affairs representative the “Special Visitor / Guest” badge membership to gain entrance within each other HQ.
Both agencies are expected to invite each other to events that are held within their agencies.
Both agencies are expected to help each other out if conflict arises.
Both agencies are expected to give decent ranks to the other agency if one closes.
Neither agency is allowed to join another alliance or agreement with another organisation without first consulting each other.
Agencies are expected to give at least a one (1) month warning before terminating the alliance.
Both agencies are expected to have bi-weekly meetings between External Affairs Division to keep communication lines open.
Section 4: Rank Sales
Only Directorates+ are able to sell Ranks / Special Visitor / VIP. These people are the only ones who should be approached regarding rank sales.
Section 4.1 - Procedures of Rank Buyers
In order to buy ranks, there are certain rules or conditions that need to be adhere:
Rank prices are based on the Official Rank Price.
Changes to the price are to the Rank Seller’s discretion.
Only Rank Sellers are able to sell Ranks / Special Visitor / VIP.
Once ranks are bought, there will be no refunds.
The payment must be done during the buying process. No delays of payment are authorized.
Promotions are able to be bought from Rank Sellers.
Appendix 4.2 Procedures of Rank Sellers
In order to sell ranks, there are a few rules and procedures that should be adhere during and after a sale:
Founders are the only individuals that are authorized to sell ranks. 1iCs are allowed to sell rank with special permission from the foundation team
All rank sale must be recorded to our forum
All income from sales is to be used at Foundation’s discretion
Appendix 5: Pay Policy
In National Security Agency, we ensure that we pay our members fairly and regularly to reward them of their hard work and if one of our member work hard enough, there would be incentives in terms of promotions. Do make sure to check with our website time converter on the home page so that we won't miss our pay
Appendix 5.1 Pay Requirements
Employee of NSA will be paid If they have worked in NSA for at least 1 day as reflected in their badge joined date.
Employee must not be on the pay ban list.
Employee must work at least 30 minutes before pay starts and in case of disconnection, you will need at least 3 vouchers to claim your pay.
All employees that received pay have to stay in base for at least 45 minutes to avoid getting pay banned which last 24 hours.
Payer will announce when pay ban is over.
